At the material times the Applicant, Cooma NSW Australia born, Janette Gail FRANCIS (birth name) was a resident to whom due diligence is owed by, the State of South Australia.
At the material times the Respondent was the State government of South Australia, claiming legal authority for the relevant statutory duties or obligations under Australian law.
On about 14 February 2018 Applicant wrote to Respondent’s police department requesting investigation of prima facie evidence of a series of major medical crimes in the Adelaide region, which may be defined as a series of terrorist acts for a political, religious or ideological cause, which have caused Applicant to endure long-term serious harm that is physical; and significant harm to her reputation by intentionally false allegations, held as true fact, in Respondent’s own official State Records which they refuse to correct despite extensive evidence proving the records are criminally false.
Respondent has express (statutory) duty pursuant to section 5 Police Act 1998 (SA) “purpose of police” is to “uphold the law” and “prevent crime”.

Subsequently, Respondent’s police department infer they have been unable to locate the “07 MAR 2018” document as part of their official record, by refusal to respond to Applicant’s number of applications under the Freedom of Information Act.
Respondent police department allegedly sent the forged “07 MAR 2018” document to their Transport department (the third party in defamation)1.
Respondent Transport department then faxed the forged document to a registered physician2.
The (second third party in defamation) registered physician forged a medical certificate based on the content of the forged “07 MAR 2018” police document (billing Medicare)3 4.
The registered physician then faxed their forged medical certificate to Transport department5.
Respondent Transport department claimed the forged medical certificate as grounds to immediately cancel Applicant’s “drivers’ licence”6.
In subsequent years and without lawful grounds, Respondent Transport department refused to re-issue Applicant’s “drivers’ licence” in 2019 and 2020 and 2021 and 2022 and 2024 and 20257; and
Respondent Service SA, agency for the Transport department unlawfully threatened8 to prosecute Applicant for unlicenced driving because her licence was lawfully issued and certified by the Transport department in 2023.
1. giving rise to implication that the Transport department are not the home of those responsible for this illegal “drivers’ licence” conspiracy9 10.
Many letters to Respondent’s officials have failed to elicit any lawful response for official recognition of the forged “07 MAR 2018” police document11 12 as (initial) major criminal act of forgery to pervert the course of justice13 in the original crime precipitating secondary major criminal act of interfering with a witness14 to initial crime, (causing) serious harm that is physical15 to Applicant, and Australian by birthright16.
1. Damage caused evident: evidence will prove by the Respondent’s own documents the wilful intent by multiple acts of unlawful conspiracy, to cause Applicant to endure indirect harm by an unlawful act (without just cause):
  1. serious harm to Applicant that is physical; and
  2. Applicant’s economic loss; and
  3. damage to Applicant’s reputation; and
  4. Applicant’s psychological distress or harm.
2. Damage was foreseen by the Act: section 65 of the Act, acknowledges probability of criminal charges against a member of their department.
Applicant submits that the action in the case of ‘cancellation of her drivers licence’ is invalid as there were “no reasonable grounds” for Respondent police to refer Applicant to Respondent transport for medical review of her fitness to drive, and would be invalid even if medical certificate had not also been forged17.
Reasonable grounds is not same as reasonable belief which leaves “belief” to be tainted with the individual’s personal prejudices.
Where “reasonable” is assessed on the weight of the evidence used to create the grounds in the first instance, based on ordinary standards of reasonable and honest people. Government officials must always be held to a higher standard than “ordinary” pursuant to the expected standard of morals and ethics that would define “good government”18.

The script cost about $25 & was all my husband & I had until his next pay. This was an era when about $150 was an adult male wage. I took the tablet but felt no relief (obviously) when mum looked at the bottle she told me it was placebo, I went back to the chemist demanding a refund & got it because I was vocal. Went to bottle shop to purchase liquid pain relief until I was able to have my teeth removed in the then new Campbelltown public hospital. I didn't have one rotten tooth, most were rotten, but some were perfectly healthy next to the rotten ones. Inexplicable really.
The Tribunal was witch-trial, decision to deem me guilty was decided before hearing started. 2005 November 17: When sitting inside my 6 Wilson Street Christies Beach residence, facing West, I was struck with an invisible and aggressive force of energy that physically pushed me forward then caused cracking sounds across the roof junction of the double brick wall in front of me, as it seeming continued to move West through the wall. A few seconds later I went to the rear of my house to see what was on the East side of my property boundary behind where I had been sitting inside. This is when I saw a young adult at the rear wall of the 4 Wilson Street property with a wired satellite dish in his hands. He immediately looked up at me. No words were exchanged at all. His immediate response was to pull a face of shame and bow his head as if he felt ashamed for doing something wrong.
This energy evidently enlivened the network of illegal implants inside me that have aggressively vibrated perpetually since this event which the fullness of evidence suggests connected the illegal implants to the new generation mobile phone network. As the mobile phone networks generations have progressed the vibration strength of the illegal implants inside me has also increased. She stopped to look at me with an obvious snarl on her face she responded without me saying anything else her exact first words were, “I think you need professional help.” Inferring her belief I had mental illness. This was no later than December 2005 well before any of the falsified documents claiming to this effect. I was stunned. When I'm met with illogical irrational words or actions of others my automatic self-preservation response is to say and do nothing. I don't recall saying much else apart from seeking respectful clarification on her “professional” definition. I turned to walk away before I thought to ask who she was. I asked, “What's your name?” Oddly her only word in response was, “West.” I left this police station in fear of my life.

2005 December 17 to 27 April 2007: Exactly one months after electronic assault persons I didn't know begun a social media public discussion forum (thread) on NSW owned Whirlpool.net website. 2006 March 17: After I'd attended the State Housing office in Noarlunga to add my name to the waiting list for family rental, staff of Noarlunga Emergency Mental Health Service (NEMHS) unconstitutionally in breach of Federal Privacy Act and State criminal defamation law, begun and official NEMHS file using my personal identity, this first document purported to “diagnose me as “paranoid” (schizophrenic) using the irrational and baseless inference that, “persons relocating from SA after witnessing murder in NSW are to be automatically diagnosed politically as schizophrenic to render them an unreliable witness to any court appearance or other witness testimony.”
Copy of that written report and subsequent responses from the imaging corporation refusing to allow Plaintiff contact with reporting physician Brian ROACHE which indicates prima facuie evidence that he may have been murdered to prevent him from making further comment on his diagnosis of “consistent with previous surgery” after Plaintiff informed the imaging corporation that she had never had any surgery at all for anything.

Handwritten Mental Health Order states, “Patient has obvious delusional thought process - believes electronic devices implanted into head / jaw / abdomen. Patient externally agitated, verbally abusive & physically aggressive. Threatening to harm others - shoot others with gun”. That was hidden from me for 5 years.

I can’t be brainwashed because I trained myself to control my anger as an early teenager because the day after my male parent pointed his loaded firearms at me threatening to kill me (because of what I witnessed as a child).

I‘d blacked out and assaulted my sibling without any conscious knowledge whatsoever. That sibling had seen our male parent threaten to kill our mother, year after year, whenever he had a belly full of beer, which was every other week. This time, when I told my sibling that he pointed the guns at me, they called me a liar. Even though their partner had seen it themselves and decamped in fear for their own life. At my sibling's abnormal & unkind reaction I felt movement inside my brain, next thing I knew my sibling was screaming the accusation that I’d attacked them & mother was standing in front of us. I denied the allegation. Mother pointed out that the weapon was in my right hand. I looked at my right hand & was so shocked to see the weapon I attempted to jump away from it, but it was still in my hand. I had no knowledge of the actual attack event. Therefore, from that day forward I forced myself not to react with anger else I may kill someone I love dearly. I wouldn’t have lived to gather this evidence without the assistance of the group of entities who prevented my death during the collision of the rear of my stationary HR Holden at a stop sign, with the front of an extra-long semi-trailer travelling down hill doing 100 kph carting over 2 imperial ton of construction steel bound for Sydney, on about 3 January 1977, my “2nd” wedding anniversary.
